Primers

The surface underneath and the paint going over it decide the primer. Metal primers guard against corrosion, wood primers seal grain and knots, and wall primers control absorption and alkali. Rust converters treat light rust on steel where full removal is difficult, though loose scale still needs cleaning off. Name the substrate, topcoat type and area, and whether the primer should be solvent- or water-based, so compatibility can be checked.
